Damour River Basin was taken as a typical example to highlight the water stress problems encountered in Lebanon.

The workshop aimed at strengthening the alliance between the INECO Project Team and Local Stakeholders, by providing a platform for constructively engaged dialogue on the mitigation of water stress in the Damour River Basin.

The first workshop, open to all parties, was held on September 12th 2007 in Meshref, and was attended by 43 participants, including representatives from Ministries, delegates of local authorities, local farmers and owners of agricultural lands, representatives of the Beirut & Mount Lebanon Water Office and NGOs, and experts working in the field of water resource and environmental management. The workshop was primarily aimed at discussing the problem with the local stakeholders, through the development of a “Problem Tree” describing the causes and effects of the problem in a qualitative way. This event also offered the opportunity for a first exchange of views on policy objectives and potential options. Through a dedicated and simple (non-technical) questionnaire, stakeholders were also able to express their views on the significance of the problem, its effects and primary causes.
